Illinois is one of the most association-dense states in the country. The Foundation for Community Association Research's 2021–2022 Statistical Review counted approximately 19,010 community associations statewide — the fourth-highest total nationally, behind only California, Florida, and Texas. Today's Homeowner's analysis of Foundation data estimated that about 29.7% of Illinois homes, roughly 1.5 million of the state's 5 million housing units, are governed by an HOA or condo board. The market is heavily concentrated in the Chicago metropolitan area, where high-rise and mid-rise condominium towers, suburban townhome communities, and planned subdivisions have generated dense layers of association governance across Cook, DuPage, Kane, Lake, McHenry, and Will counties.
Manager licensing & oversight
Illinois is the only state that licenses community association management firms through a dedicated statute. The Illinois Community Association Manager Licensing and Disciplinary Act (225 ILCS 427), effective July 1, 2010, requires individual community association managers to obtain a license from the Illinois Department of Financial and Professional Regulation (IDFPR) after completing 20 hours of pre-license coursework and passing a state examination. Beginning June 2, 2023, the law was extended to require the management firms themselves to be licensed and to designate a licensed Designated Community Association Manager (DCAM) responsible for supervising staff. Firms must also maintain fidelity, general liability, and errors-and-omissions insurance, and keep association accounts at FDIC-insured institutions separate from all other funds.
Registry data vs. industry estimates
Illinois does not maintain a public registry of homeowners or condominium associations — a planned registration requirement in Section 1-55 of the CICAA was repealed before it took effect. This means there is no state-issued count of active associations, and industry estimates come from the Foundation for Community Association Research's statistical modeling rather than a government enrollment file. The roughly 19,010 figure from the Foundation's most recent published state-level data (covering 2021–2022) represents an estimate based on U.S. Census housing data and real estate development records, not a roster of registered entities. As associations form annually with new residential development, the current total is likely somewhat higher, but no authoritative statewide enrollment exists against which to verify a precise count.
