That registry count is lower than the CAI Foundation's statewide estimate of 51,250 for a straightforward reason: the two measures capture different things. The Foundation's estimate counts all active associations — incorporated, unincorporated, and those operating under homeowner associations without a formal corporate structure — using American Community Survey and American Housing Survey data. The Secretary of State's CID filings reflect only incorporated associations that have filed required statements within a given period; unincorporated associations, lapsed or delinquent filers, and associations organized under alternative structures do not appear. Neither figure is wrong; each measures a distinct subset of California's community association universe.
